In response, the heads of the movie studios adopted a voluntary "code", hoping to head off legislation. The public - and government - had felt that films in the '20's had become increasingly risque and that the behavior of its stars was becoming scandalous. In 1930, when he was just 10 years old, as head of the Motion Picture Producers and Distributors of America, William Hays established a code of decency that outlined what was acceptable in films. And where saloons often prohibited women, they were encouraged at speakeasies because of the added profits. There were a lot of them and they were very popular. Speakeasies, also called a blind pig or blind tiger, were "so called because of the practice of speaking quietly about such a place in public, or when inside it, so as not to alert the police or neighbors". After the 18th Amendment was ratified and selling alcohol became illegal, saloons closed and speakeasies took their place.
